馬尼拉公報綜合路透社及法新社報導，以「台灣提出爭議海域和平方案」（Taiwan offers peace planin disputed sea）為標題，作出報導。
馬總統昨天在「2015年世界國際法學會與美國國際法學會亞太研究論壇」開幕式，提出「南海和平倡議」。
報導說，南海和平倡議呼籲南海主權爭議相關各方暫時擱置主權之爭，協商資源共享，但主張擁有南海大部份區域且拒絕多邊對話的中國大陸，看來不會接受這樣的提案。
報導並稱，台灣平常對南海議題保持低調態度，馬總統昨天的演說，是繼美國對中國大陸南海填土工事提高關切以來，台灣所作的最公開評論。
